Though it might seem as though Joe is alive, mostly due to the camera footage that was doctored to make Maya think that her husband was still living, he is very much dead.
Joe dies before the events of the show, killed by Maya. Maya shoots Joe after he tries to fire a deactivated weapon at her. Just as he tries to rush her to strike, Maya shoots him three times in the chest, wounding and then killing Joe.
After learning that her husband, Joe, killed her sister, Claire, Maya met with and confronted him. The encounter ended with Maya shooting her husband and making it seem as though they had been attacked.
